How do I Reset Security in MS Outlook

I need to turn off the security settings in MS Outlook. I want to send anything I want via e-mail and sometimes I get a message that Outlook has blocked a file. I want my Exchange server to handle security policies, not the individual machines. This does not happen on all of our computers, only some of them. Some running Outlook XP and some 2000.
