How do I start the web server in a Cobalt Qube 3 Business Edition

I have a Cobalt Qube 3, Business Edition that I’m trying to put into service. The company I bought it from assured me that it was in full working order, restored with the latest OS (Sun Cobalt OS V6.4) and all the patches. This seems to be the case, going by the fact it is ‘clean’ (no user accounts / data, default settings, etc.). All ‘Services’ are ‘green light’ except the web server (red light, severe problem, web sever not running). I have access to the login screen via Ports 444, 81 and to Tomcat via Port 8080. No Port 80 access. Question: How can I get the web server running?
