How do I upgrade USB 1. to 2.0; Windos XP SP3 Dell Laptop Latitude CPx J

As I’m a n00b please enlighten me as how does one go about changing a laptop from USB 1.0 to 2.0? Is it possible? Read up on “2-Port USB 2.0 Laptop Network Card.” but will this allow for 2.0 speeds?
Any help &/or suggestions would be most appreciated. Thanks, Ron.
