How do you create a WinPE CDROM to install 2008

TechRepublic had a great article on how to circumvent the DVD requirement for installing Windows Server 2008. They said to boot from a windows PE CD. I need to know how to create a Windows PE CD for this. I can’t seem to find an article that tells me how to do this.
