how to achieve MCSE 2003

Hi
I live in Afghanistan and I want to achieve MCSE 2003 certification and I have some concerns which is mentioned below please help me and provide answer to my questions
1:what is better for me mcse 2003 or MCITP?
2: where can I find a good training center which can provide for me training+certification in as short period as possible no matter if the training center is in foriegn countries but the training center should be good?
