How to automate Outlook/ Outlook express configuration

I have a Windows server 2003 active directory domain. I don’t sit on each client computer and configure outlook for users to read their email. Is there a central way to configure outlook/outlook express so that once the users log into their workstations they can straight up open outlook express and read/send email
