how to block internet usage

Hi everyone.actually i have been trying to find out the sloution for a very long time.can anyone please tell me that how can i COMPLETELY block internet usage except OUTLOOK on WINDOWS XP 2002 SP3,SP2.i just want them to use outlook that’s it.so please i need the solution ASAP.
