how to block the chatting

how we can block the chat of any chat server.
like here in my office today i found that gmail chat is blocked it’s showing that it’s blocked by administrator but still I’m acceesing my gmail,how it’s done.

some of my users still using rediff bol, yahoo messanger and msn messanger.how it’s blocked tel me the procedure

i want to block the chatting only not web site
