How to Build a Restore CD???

I would like to ask for some help in creating a bootable cd that will be able to restore my operating system to some default setup Like Hewlett Packard or Aptiva brands do
I want this because their is a optimum system configuration that I want frozen in time so to speak and to easily reset my pc to this state
My ideal restore cd could do a full restore
formating the drive first
A partial Restore just updating or resettting default settings
