How to choose entry level Linux server?

I want to setup an entry level web server in my home to serve my own websites. I want to use Apache Tomcat on Linux for my Web/Application Server and MySQL or PostgreSQL for my DB server. I have a budget of around $3000. Could anybody suggest what a good start would be? So far, I’ve looked at Dell and IBM. Thanks!
