How to clear the ARP cache

Running a MS Small Business Server 2003, I can not repair by ISP connection, get the error “failed to clear the arp cache.” I tried rebooting, which should have cleared it but I still have no broad band isp connection and get the same error message when trying to repair the connection. How do I clear the ARP cache?
