How to clear up ieblacklist.com

I have ieblacklist.com popping up everytime i browse the net. i have tried spybot, a conflicker scan and also a windows malicious scan tool from the microsoft site but none have worked. I’m thinking my only option is to wipe my pc and start again. Is there any advice i can have as to how to get rid of this? It basically stops me browsing any web page.
