How to configure 2 Internet Connections on a Windows 2003 RRAS ?

I am having a Windows 2003 Server and the setup goes as follows

NIC 1 – Connected to Internet 1, Metric on Adapter Set to 1, IP- 10.12.0.250,Subnet-255.0.0.0,Gateway- 10.12.0.200

NIC 2 – Connected to Internet Router 2,Metric on Adapter Set to 2, IP -10.12.0.150,Subnet-255.0.0.0, Gateway – 10.12.0.99

NIC 3 – Connected to Local Intranet,Metric Set on 3, IP- 192.168.202.199,Subnet-255.255.255.248,Gateway-192.168.202.193

Since Metric is set to 1 for NIC1, all internet traffic is routed through Internet 1. I have a static route on the server to route all 192.168.x.x through NIC3.

As of now, outbound traffic will flow through NIC2 only if NIC1 is disabled. I have port forwarding(Static NAT) on both the Broadband Internet Routers. On Internet1, the VPN Port 1723 is forwarded to 10.12.0.250 and on the other Broadband router to 10.12.0.150. But at time only 1 Forwarding is working.

Is there a way in which I can have VPN Incoming Connections be configured on both the Internets simultaneously. Any help in this would be appreciate.
