How To configure DATA and VOICE with Bandwidth LIMITER in CISCO Devices

Currently i’m in a middle of dilemma with my network topology.

3ISP==>ROUTER(CISCO with CME) ==> CORE SW (3650) ===> Access SW(2960 POE)==> End User (PC/LAPTOP/IP PHONE)

can someone help me with the configuration?

things to achieve:
ROUTER…
1. Load balancing with 3 ISP
2. Voice DHCP
3. Voice Vlan

CORE SW (every port going to access SW)
1. Voice VLAN
2. Data VLAN
3. IP helper for DATA VLAN
3. Bandwidth limiter

Access SW…(All port going to end user)
1. DATA and VOICE support

IP Phones are configured to support PABX system in the company.

COMPUTER/ LAPTOP ip obtain from DHCP SERVER.
