How to connect two static IP DSL in network

Would you please help me out to setup the two static IP DSL to network. If one DSL is down,other DSL can take over the control automatically without interruption,so their will be no down time for credit card processing,ATM and other computers.
Would you please find some device,so I can connect both DSL to one device and go onwards.
