How to controll download speed from admin side?

hi all,
iam a linux administrator and also iam working in a web devolopment company and our php programers got one requirement in a new project ,the project is a music downloading site,public users can download the music files…but the problem is we need to manage the download speed of the file (kb/s) from admin side, but i think there is no way in php. but i got information about some module in apache that is ‘Mod_bandwidth and mod_bwshare’..if we have install this module in server then we can manage the bandwidth.. any other way of to troubleshoot this issue ?.. any other way in php ?
