How to create an pop3 and smtp server? IIS smtp virtual server?

Is anybody can help me to understand on how to create an smtp and pop3 server? and how to use the IIS smtp domain server? is this two related? i tried searching the internet but it seems like they always recommending some software to use in creating pop3 and smtp, but what i want to learn is how to create an email to pop3 and smtp using IIS and outLook.. Pls! tnx!
