How to create windows SharePoint Web Application on virtual server

I installed SharePoint3.0 on my virtual server. I can open Central Administration page and default sharepoint page. However, when I tried to created a new web application from central admin page and created default site for this new application. I can not browse it from IIS. Even though I could see my new web application from IIS. When I tried to open it from IE, URL http://sharepoint:21917, I got “This program cannot display the webpage “
