How to disable Open File – Security Warning dialog box UNDER WINDOWS 2003 S

Good afternoon.
When I try to open a file from the Internet Explorer 8 a box display:

“Open File – Security Warning…”

How can I disable this box under Windows Server 2003 Std. ?

I read many posts but they was for WinXP, Vista or 7
