How to display full menus in Windows 2000?

I guess my brain has a few bad clusters. How does one configure Windows 2000 to display full menus, not just the recently used items first, so you avoid having to click to expand to the full menus? I set my XP machine to do this per a TechRepublic newsletter hint, but can’t find the same settings, or a topic in the help, for Windows 2000. Thanks for the help in advance.
