How to edit context or right click menu in Win 8.1

How to add “Copy To” and “Move To” to the right click menu in Win 8.1.The drill for doing it in Win XP used to be in Bill Detwiler’s webcasts years ago but can not find it again.This would be much appreciated..but for Win 8.1
