how to get the shut down screen

I have Intel P-111 450 Mhz processor,64 MBRAM,8.4 Gb seagate hdd,i440 ZX (Azza)motherboard,AT cabinet,52X CDDROm drive
with Windows 98 Second edition installed.
When I shut down my system from start >shut down>ok
,the system is shut down, but the message ‘it’s now safe to turn off your computer’ .how can i get this message on shut down.
