How to install Cisco callmanger is preloaded on my 3800 router?

I’m deploying a new CME system, I’m using QCT to configure it, but it can not load all generated commands to the 3800 router, I think CME is not installed on the router, how can I check if it is already preloaded or not?if not where can I find the software?
