How to lock down a 2003 Server

We have a Novell Nstore server that we are going to migrate over to Windows.
This server is visible but none of the admin accounts can log into it except for the specific server admin account.
We want to do the same thing in Windows so that the admins cannot log onto the server. We only want to allow the users access to their data and a specific admin account to access the server.
What is the best way to do this? Or could you point me to an article or web site with the best info.
