How to lock down IE5.5

We have a scenario on an NT4.0 network (soon to be Win2000)where we are pushing out some Win2000 professional clients and would like to limit the use of Internet Explorer.

Specifically we would like to limit the users and allow them to connect only to specific URL’s.

Does anyone know of a way of accomplishing this?
