How to make a Proxy server,also need to restrict specific website

Hi,
I need to configure Proxy server and also need to restrict some specific websites and not alow user to download any exe, zip etc,
Also i want to moniter all the activity related to internet.
Can anybody have any idea for this problem.
Plz……give response
I need to implement it urgently
