How to measure the CIR and the port spee

Hello,
i have 2 connections the first one is 256kbps/128CIR via famerelay and the second one is 256kbps leaseline point to point.

I want to check if i’m getting the right CIR and speed. My friend told me that some other telco offering 256kbps line but the true is it only gives half the circuit.

Please help as i don’t want to pay something that is not right.
