How to permit a domain user to manage Windows 2003 Services ?

Hoping someone can help with this brain picker !!

I have just added a 3rd party client-server application in the Services Console on a Windows 2003 Server, Standard version SP2, running in Remote Administration mode(must keep).

How would I to permit a domain user, with non-administratives rights(must keep) to start and stop this service as needed ?

Can this be done in any way via GPO, Taskpad, Scripts ??

I have already assigned proper permissions for the user on this service via group policy, now how do I assign him the means to manage it?
