How to prevent IP conflict?

How to prevent the IP conflict choas that cause by unauthorised, either intentionally or unintentionally, use of IP address within the network?

For example, if a user change his IP address to the IP address of your mail server, it might affect the operaration the mail server.

How to prevent it????
