How to prevent users from moving sub folders in a shared folder.

I know this question has been asked before but I haven’t yet seen a satisfactory answer to the dilemma.

The problem is, as always, users. They just can’t leave things alone, can they? Every so often one of them manages to slip with the mouse when they try to click on a folder and the folder just “disappears”. What happens is of course that they managed to move the folder into another folder and now they can’t find it and everyone panics and starts searching for the guy with the backup tapes.

Now then, here’s the question. Can permissions be set in such a way that the users can be prevented from moving (deleting) folders at one level but still have permissions to read/write/change/execute/move and delete any objects in child folders (pretty much full access)?
If you know of a way to do this, please let me know because I always end up with problems further down the folder structure when I try to solve this issue.

The affected department’s manager just helpfully says “Well there has to be a way, right? Of course there is, there has to be, you’re the IT guy aren’t you? Anyway, Steve reckons there’s a way.” etc. And Steve, you find out, has a nephew who’s pretty hot on computers and he’s sure he heard him mention this once….or maybe it was about something else … but he can ask. He never does get round to asking of course and you’re left wondering if he has imaginary nephews until one day he brings his nephew’s laptop to work and asks you to check it over because it might have a virus or something but you find out that computer genius nephew has been living off torrents and warez and has never ever installed antivirus because it hogs too many resources and the updates slows down his downloads. So you tell him that his hard disk has developed bad sectors and it would seem the motherboard has taken some heat damage and ask him if it’s still under warranty and grin inwardly as he says he don’t think he took out warranty as he bought it off ebay two years ago.
Oh my is that the time. I must dash.
