How to remove w32.vrbat

Running windows 10 and a pop-up tells me I am infected with this malware. I’ve run Malwarebytes but it doesn’t discover anything, My anti-virus is turned of and I cannot turn it on? What do I do next. Yes I also ran Trend Micro HouseCall to no avail. But I cannot stop the reminder from Bit Defender or Windows Defender informing me my anti-virus is not active. Help!!!
