how to send a message on network , no sever workgroup only

I manage a LAN of 10 Computers over Windows
XP,
no server. I wish to send any massage to any
PC
on my workgroup how to do this? I have
learned
that there is any command which can do this.
Further I dont want to install any massaging
program on administrators PC.
