How to set priorities in task manager

If I go into porcess tab of the Windows NT task manager and right click on a particular EXE process, I get the option under set priority to set for high,normal etc. but when I try to set it I get an error of. Access is denied, even though I am logged on as administrator and have checked the actual directory security permissions and they are set for administrator. Any ideas??
