How to use USB2.0 on XP without SP1 or SP2

Intel based Mobo with on-board integrated USB2.0 ports, no internet connection.
Is there any way to use the USB at 2.0 speed rather than 1.1 without having to load SP1 or SP2. If not, what is the best way to load SP1 (with USB2.0 support) without using the internet?
