How to use vpn for Oracle D2K??

How to setup a application developed using Oracle Developer6000 for remote access at location ‘x’ with Oracle database server 8.1.6. in location ‘y’. Where do I need to install application executables, in remote site ‘x’ or in location ‘y’ with a separate application server?? What minimum bandwidth and setup requirements do I need to follow.
Does anyone used this setup already in the following method or any documentation available for this method??
