HOW WILL I SORT THIS OUT……..PLS

I have norton internet security on my laptop & since i am not using it anymore i decided to remove it which i did.
Restarting my laptop,it refuses to accept command from the desktop after booting to that stage.
The start button & other icons on the desktop is not responding to command anymore. Pls, how do i fix this.
