HP Software Won’t Install

I have a Dell Latitude D830. I am trying to install HP software for an All-In-One C7280 printer. The software never finishes step one of four steps before asking for a computer restart. Once the computer restarts, the software starts all over again, from the begining, gets to the same point in the middle of step one, then asks for a restart. This then becomes an endless situation, never installs. Any ideas?
