HTML question

Ok I am kind of lost. My company wants me to scan in our old company forms and make the blanks editable via the intranet. Not for a data base just for easy of use for the employees. Basically they would type into the boxes, complete the form and hit print. I have tried to do this with NVU but I am stumped. Any tips?
