I cannot send or receive e/m in outlook express. port 110 &25 are closed

I disabled my firewall, antivirus, bypassed my router, called my ISP, checked my outlook express settings and I still cannot connect to the mail server. can something be blocking my ports. I can connect to the internet but not the mail. can anyone help me with this
