I need to create a download server for our employees.

most of our developers download resources through E mule, Torrents and normal FTP download and the thing is every developer or employee download on his own computer so this cause the problem of the same resource get downloaded several times and I can’t apply any restrictions on their computer because they need an internet access to download these resources,

so I want to have a way to save traffic by creating a single server for all of them to download all of the resources on it and it should have some kind of list that get updated automatically of what has been already downloaded before,

so I am asking how I can achieve this?
