Icons re-aranging

I have a Win 98 laptop hooked to a monitor and useing the laptop screen at the same time. When the pc is rebooted the icons all shift to the monitor and have to be re-aranged to suit the user. When the pc is rebooted the icons go back to the old locations, all on the desk top monitor.
