IDE channels not Detecting connected dri

I recently brought a brand new P4 titan GA-8IPE1000 motherboard. I installed everything booted up correctly until it got to detecting my IDE drives. (harddrive, DVD ROM, CDRW) I trieed changing some of the seting in the bios none of it seemed to make a difference. It almost like the drives aren’t getting power. I checked all connetions and everthing appears to be fine. I also had the drives working in another commputer. The computers specs are as follows:
2.40GHZ 533FSB
GA-8IPE1000 motherboard
512MB of mircon DDR memory
GEforce 4 64MB Video card 440MX
Sound blaster live 5.1
motorolo 56K modem
Fujitsu 20 GB hardrive
12X/40X DVD ROM
LG 40X12X40 CDRW
600 Watt Power supply.
Can someone help me solve this problem thanks.
