ide controllers

My pc will not recognize my cd rom. In the system folder under device manager it shows a ! next to my primary IDE controller (single fifo) and my secondary IDE controller (single fifo). How do I correct the problem? When I double click on either of them and look at properties, it shows No Conflict?
