Identify the DHCP Server

My network has 2 Win2k3 and 1 Win2k servers, and a Cisco Router which is connected to the T1. How can I identify which one is acting as the DHCP on the network without shuting down any of them?

At the same time, if the DHCP tool is missing from the Administrative Tools folder, where can I find the DHCP tool again?
