IE no longer works with Norton AV 2009

I have an older Dell Dimension 2350 with XP Sp3 installed, and have installed Norton Antivirus 2009 on it and I can no longer access websites that require any kind of login. For example, my bank sites, or facebook, or even windows update. What can be done to remedy the problem? I am trying right now to remove Norton to see if that fixes it.
