IE Proxy Group Policy Issue

For the last 2 years I have enabled the proxy in IE for my users through a group policy to hit out web filter. Suddenly over the last couple months the check box for enable proxy is unchecked while the proxy infomation is still there. I have removed the proxy gpo, reapplied it and tried a few variations within the policy itself. I cannot get the proxy to enable itself but it will fill out the fields with the proxy info from the gpo. Gpresult has it applying no matter what I name it and same results, it fills out the proxy fields but does not enable it. Does anyone have any ideas ? I really am not sure what else to check, all my other group policies seem to work fine it’s just this one.
