IE won’t go where its told to…

One of our Win98 users can no longer use his IE6. Although I’ve changed the default site to be blank or a specific website, it always goes elsewhere. I ran McAfee Viruscan and removed a couple of infected files, I was very agressive about removing unwanted applications and spyware. It is now to the point where the administrative profile can use IE properly but under the user’s profile, it is still being taken over. Any suggestions?
