IE won’t load and System Restore won’t load, virus?

I have run 4 virus scans and can’t locate a problem. IE pages load blank, tool bars and navigation load fine. System restore won’t load, just a blank text box. When I try to view IE properties, I get an error msg “rundll32.exe Unable to locate component…” The missing file is MSHTML.dll.

Is this a registry issue or a virus, please help! I’ve tried everything!
