IIS 4 Setting up multiple sites

I have a production Intranet site setup on IIS 4. What I want to do is have three copies of this site, one for dev, one for testing and one for the production site. I am trying to figure out the best way to set this up. Only a few people will have access to the dev and testing site while everyone will have access to the production site. Any help on the best way to go about this would be great. I am giving away 500 points to whoever comes up with the best solution to help me with this.
