IIS 4.0 SSL Socket Error

I am currently struggling with an SBS 4.5 Proxy/IIS 4.0 System. Working perfectly fine until 2 days ago, no changes made to system whatsoever, but now the proxy side of things will not connect out.

Also the default web site will not start on port80, it reports the port occupied and a socket SSL error.

SSL is saying it is configured for port 443 but the parameter setting in the registry for this is missing, and SSL is reporting that it is unconfigured, but is preventing all outgoing proxying. SSL is not bound to any board as far as I can ascertain.

I have taken the full step of removing IIS 4.0, Proxy 2.0 and re-installing but still no joy.

I do not wish to reformat this machine.

Any possible setting modifications I can lookat to manually remove SSL 443 port, as this is definitely causing my problem.
